Minutes of Planning Commission 4-14-09

Meeting called to order at 7:30 p.m. by Chairperson, Bob Utter.

Members present: Dale Witt, Bob Utter, Jimmy Colburn, Lee Mohr, and Cheryl Benham.

Agenda: Witt motioned to accept April 14, 2009 agenda, seconded by Colburn. Motion carried.

Minutes: Mohr motioned to accept March 10, 2009 meeting minutes, seconded by Witt. Motion carried.

Public Comments:

Ross Mellgren, Geologist, and Chip Tokar, engineer, for Stansley Mineral Resources. They are looking to come to the planning commission for a renewal of their conditional use permit for their mineral extraction operation project at 2372 Ives Road.

Mr. Tokar explained the handouts. They received the original permit in June 2004 yet didn’t start actual mining until 2006. They have been mining slower than originally planned due to the decline in the housing market.

This should be on the May 12, 2009 agenda with the notice published in the paper before hand.

Public Hearings: Rezoning request for 2000 Blk Valley Road, RAO-120-4225-00 from residential to AG-1. The petitioner, Pareese Young, would like to rezone this property in order to plant crops on the land.

Motion by Mohr to open the public hearing, seconded by Witt. Motion carried.

There is a pending land use map that this area would be the larger parcel, 5 acres, zoning. This request would be more consistent to that zoning rather than the current residential zoning.

This parcel was originally rezoned from AG-1 to residential for a potential subdivision. Said subdivision never materialized.

Motion by Mohr to approve the rezoning request for RAO-120-4225-00, located at 2000 East Valley Road to change from Residential to AG-1, support Colburn.

Communications:

Wind Turbine program was discussed. This was a very informational meeting. They recommend that every Township should have an ordinance regarding wind towers.

Meeting Business:

Sign Ordinance Discussion

We reviewed the proposed sign ordinance that was distributed. This will potentially be finalized at the next meeting.

Planning Commission to Board:

Does the Board want the Planning Commission to review the Wind Turbine Ordinance per the recommendations heard at the Wind Energy Workshop?
