REGULAR BOARD OF TRUSTEES MEETING

NOVEMBER 10, 2008

7:30 P.M.

Meeting called to order at 7:30 P.M. by supervisor Carl Wagner.

Members present: Lee Mohr, Dale Mitchell, Debra Brousseau, Delight Sieler, Betty Holdridge and Carl Wagner.

Members absent: Steven Mc Gee

James Palmer newly elected trustee, elected to replace Steven Mc Gee was present.

Public Comment:

Jamie Mercer Handy spoke concerning her termination from the Police Department. She wants to know specific information. She needs to request some of the information in writing. Conflict as to whether she requested a closed session. She was told that the letter she received stated she was dismissed due to conduct that the Township deems unacceptable. Board needs no specific reason to terminate a person from any department.

Robert Mercer also spoke on behalf of his daughter. He stated that Wagner told her if she came to the meeting she would be able to address the board and find out the reason for her termination. Wagner stated that was not the way he worded his statement to her. Mercer accused Wagner of lying about how the conversation went. Jamie Mercer’s attorney feels with the Board present the Board should tell her on record why she was terminated.

Police Department attorney, Michelle Coakley informed R. Mercer, J. Mercer, and Juan Mateo (attorney for Mercer) that some questions will be answered in closed session—however probably not to the degree they would like. R Mercer wants to know why his daughter’s career is being ruined by the board.

Motion Sieler, second Mitchell to approve agenda as presented to the board. M/C

Motion Mitchell, second Mohr to approve minutes of regular board meeting of October 13, 2008 and special meeting of October 27, 2008. M/C

Public Hearing for 2009 Budget opened at 7:50 P.M.

Robert Mercer had questions regarding full time fire chief and his duties.

He asked if he could have a copy of the duties of the fire chief at the next Township meeting.

No particular comments on budget.

Closed Public Hearing at 7:54 P.M.

Written reports from Building Inspector, Electrical Inspector, Mechanical Inspector, Plumbing Inspector, Fire Department, Police Department, Park Commission, Assessing Department, Cemetery Report. Minutes from Planning Commission and Board of Appeals.

Communications:

Paperwork for GIS system for office, fire department and police department.

Water and wiring lines from Larry Ganun for park sprinkler system and alarms.

Motion Sieler, second Brousseau to amend Clerical/Receptionist Budget in the amount $640.00, with money coming from Contingency Fund. M/C

Motion Sieler, second Brousseau to approve Treasurer’s report and payment of bills in the amount of $ 118,753.98. M/C

Resolution read for General Appropriations Act (Raisin Township Budget).

Motion Sieler, second Brousseau to approve resolution for adoption of 2009 Budget as presented.

Motion Mohr, second Mitchell to approve the 2009 Federal Poverty Guidelines with a 10% increase by Township over Federal standards. M/C

Township will place an ad to take bids on John Deere Model 214 Garden Tractor, sell as is as soon as we get more information on tractor.

Imran ‘Ron” Ibad was present with attorney Michael Brooks and representative from Washtenaw Engineers to ask the board for a waiver on ordinance for removing certain gallonage of water from property. Township just received paperwork before meeting. Cannot make a decision until a chance to read all the paperwork.

Bids for grinding 11 stumps at Mitchell Park.

Motion Mohr, second Sieler to approve bid from Rorick Landscaping from Morenci MI to remove 11 stumps from Mitchell Park. This due to insurance furnished and the extent of the work he agreed to do. M/C

Motion Sieler, second Mohr to move into closed session at 8:45 P.M. M/C
